With the population of 19.5 crores (as per 2011 census), Uttar Pradesh (UP) is the 6th largest country (if it were to be a country), in terms of human capital. Economic and social indices of Uttar Pradesh directly affect the performance of India. India has a federal structure and many aspects falling in state list and concurrent list are legislated by the state governments. There are think tanks studying various aspects at the global and national level viz-a-viz India. We want to create a think tank, which will research the policy making, and implementations models in the most populous state of India – Uttar Pradesh. We will study the gaps in policy and implementation in different districts of UP. We will document good practices and propose liberal, practical, local solutions to the gaps that we will find.
